Felipe ran for office at 23 in a 2019 special election to replace deceased Representative Ezequiel Santiago, defeating Republican Joshua Parrow and three Democratic rivals including former legislators Héctor A. Díaz and Christina Ayala. He assumed office on May 13, 2019, and became Deputy Majority Leader in January 2020 at age 24—the youngest to reach House Leadership in Connecticut history. He is also the first person of Dominican ancestry elected to the Connecticut House of Representatives.
